XP has froze-up

I have a Dell Optiplex GX280, when booting up the system it exec the Bios it went through fine. When it openning XP windows it seen to process through, the windows XP logo appear and disappear, but when the screen turn blue it hangs. Try to load with "last known configuration, and still it's a NOGO. What else can be done?

Try booting into Safe Mode and run some sans to remove any Infections with your AV program and Spy/Male Ware Removal Programs.

Load ur Windows XP Cd that came with the dell and use the recovery console.(DOS)
Log in as an admin.
type
chkdsk
then
Fixmbr
Then restart PC.

* For help with the command Prompt type Help. It will provide a list of commands.

off the top of my pointy head i would say: tell us more. is this a bsod with a stop error message or are you describing a blank desktop? when was the last time you checked the disk for errors and defragged? how much free hard disk space? add any equipment lately (and did you try removing it) such as printer (drivers) camera, usb device etc etc. or software such as windows updates, cd burning...how is your anti-virus protection? any power outages lately...like that...this can be caused by lots of stuff. from your description i bet you can't boot in safe mode either...do you have your xp install disks and can you boot to the recovery console? if so you can examine your disk for errors and fragmentation using that. here is the link to the article to tell you how...
