XP Home admin account

After setting the local Administrator account password on a WinXP Home machine sitting in a Win2K domain, why would a “cannot log in due to account restrictions” error message appear when then trying to log in as (local) Administrator? (After booting into Safe Mode though, local Administrator login is allowed!)
