XP Home and Permissions

I have XP Home version and I am using NTFS. I have another computer on the network (also using XP Home and NTFS) in a workgroup environment. How do I enable permissions? I cannot figure it out, I've looked everywhere -- I have MS File & Printer Sharing enabled but I'd like to practice setting permissions. Is it because network environment is a workgroup and not a domain? And if so, would creating a domain "enable" permissions? Thanks for you help.

Win XP Home cannot join a domain.

To expand a little on Dave's answer:

Access permissions (for any shared resource - files, folders, printers, etc.) are specific to the computer on which shared resources are hosted, whether in a workgroup or a domain environment. Therefore you can "practice" setting permissions even if you have a single computer.

If you are talking more along the lines of user rights, you must be in a domain environmnet.

My conclusion is that I want to upgrade to XP Professional!
