hmmm. maybe it can't because files are corrupt. anything happen lately? sasser or other badness?
how about running hd tools check for errors and fix automatically. then try start/run/sfc <enter> and have installation cd handy if available..?
sfc=system file checker will find and replace (if it can) corrupt system files

Its because your service pack files are corrupted.Try to reinstall the service pack and then after that point you can safely do everything.
Good Luck

Is the System Restore Service running? I would check there. Go to Computer Management (in the Control Panel -> Admin Tools), and expand Services.
Scroll down to the System Restore service, and see if it is Started.
If not, start it. But, if it was off, you Restore Points might be gone. If that is the case, then you won't be able to Restore.

I have received this error on several other's systems. The problem is because the system files were updated, and you are trying a restore point from before the update, try a more recent restore point.
