XP repair from CD is stuck in setup loop

I've been trying to repair my XP from the CD and everything is fine until it gets to almost the final stages of setup. It gets close to almost making the Finalizing stage but then restarts itself. It's a never ending loop. I took out everything from the USB ports too just in case it was an external drive or something.
any clues on how to fix this? I really don't want to loose everything I have on my hard drive.

1) To stop the endless restart loop, boot the computer into Safe Mode by tapping the F8 key during the early boot phase (POST = Power On Self Test phase). One of the options will be the following:

Disable automatic restart on system failure

Select this with the arrow keys, hit Enter.

2) Run diagnostic software on the hard drive. It may be failing, which is why your reinstallation of Windows fails.

2a) Download the free Seagate utility:

2b) Download and install the free application CDBurnerXP:

2c) Create a bootable CD from the Seagate iso file using the following guidelines:

2d) Run the Seagate diagnostic utility from the bootable CD you created, and determine the health of the hard drive. If the hard drive is failing, replace it, and format the new hard drive NTFS using the Seagate utility before installing Windows.
