XP Swapfile?

When loging to XP I get an error that the pagefile is too small or does not exist. None of the available advanced system options change this error.

I found a technet article describing my error The solution assumed that the system and administrators groups did not have NTFS rights to the C:\ filesytem where the pagefile.sys file resides. My system was running Fat32

I have subsequintly changed to NTFS for other reasons but now my PC takes about 15 Minutes to boot up

Any suggestions in which direction I should look for a soloution.
