XP/ Task Manager File Menu Missing

I am on a Windows XP box, I was battling internet popups and it got so bad that I went to task manager to kill IE. While it was killing the app, I noticed Task Manager changed so I no longer have the File menu options or the App/Processes/Monitoring tabs.

Any ideas how to get these back?

  Double-click the bar up top. It’ll come back.
