If you want to Dual Boot you you need 2 Partitions

You can however switch Languages in XP by going to the Control Panel, Classic View, Regional & Language Settings and change the Language between English & French. You even have a Canadian French option.

I'm not exactly sure what you need to do here but you could install the same Version of XP to the second Partition but instead or either English or French as the Primary Boot Language you could select the other one. That way when you start the computer you would get the Option to choose which Language you wanted to use but they would both be called XP whatever no Differentiation for the language.

Or you could setup different User Profiles and have one in English and the other in French and just switch between User Profiles as required.
