XPPro won’t completely boot up on HP OmniBook XE3-GC

I’ve been stumped by the HP Omnibook XE3GC as I’ve tried to upgrade from working 98SE to the more modern era of XP. P3 700MHZ; 192mb Ram; 10GB HD. Does anyone have a solution or suggestion (last ditch effort will be to revert back to 98SE if all else fails)?
