At the the World Congress on Information Technology in Austin, Texas, on Wednesday, Intel CEO Paul Otellini demonstrated a prototype sub-$400 laptop that Intel plans to launch with partners starting next year.

Intel says its Eduwise notebook design, unveiled at the WCIT, runs Windows XP and should cost less than $400. Rival Advanced Micro Devices, meanwhile, used the event to promote its own low-cost PC for developing nations, the Personal Internet Communicator.
