Software development effort estimation is very important and critical task when the authors have to develop new or reusable software. This paper is to provide a technique for software cost estimation technique that performs better than other techniques on the accuracy of effort estimation. This paper proposed to extend the COnstructive COst MOdel (COCOMO) by incorporating the concept of fuzziness into the measurements of size, mode of development for projects and the cost drivers contributing to the overall development effort.
