3G Networking

I have A windows 2003 Server running inside a Refinery location where there is no Internet Access, So now i have a 3G modem hooked up to my Server with Demand Dial Routing and Remote Access Connection so it can share the 3G with the other Workstations, Now i want added VPN connectivity, But i want this to run On another 3G Modem ( i got 2 plugged into the server) but the issue is , It doesn't recognize both of the modems, I got a Solomon S3GM-660. i want to have both of the modems at my disposal.

You're asking Windows 2003 to be dual WAN router. It really does not work well for that purpose. A hardware based multi-wan router will work, be faster, more reliable, and easy to configure.

That being said, when you say it 'does not recognize' both modems, you mean they both do not show up in device manager?
