Is it possible to make a PC budget build for $400 if so what hardware should i use, and what manufacturer should i use?

Costs less than USD 100. As an OS Linux is free, the ARM version of Windows isn’t.

Or search you favorite shops for “micro pc”. For example, I see them on amazon.com for less than USD 200. That’s more than the raspberry (maybe wait for version 5 with that?), but still much cheaper than if you decide to build your own PC.

This is very cheap for a good computer. It depends on what you are trying to do. If you are gaming, this is far too low. If this is just for general purpose, try going for older hardware to cut costs. You will most likely want at least 8 GB of RAM.
