I have 2 remote sites that only has workstations at those sites.(no Servers)
Each site has 1meg pipes up/down. Those sites are connected back to the main office via point to point.
The Corporate office has 2 up/down. For the remote sites; email from the corporate office works great; the accounting software works great; but, when opening any folder or documents located on the 2003 File Server; It is really slow and sometimes takes a full minute just to open up any folder.
Any suggestions on a solution for this issue would be greatly appreciative!

Could be a number of things, but check the file server first in accordance with this article:

You may also want to increase the directory buffers on the file server to 65,000 with this registry key:

[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\lanmanserver\parameters]"SizReqBuf"=dword:0000ffff

You may also want the WAN team to check on the latency on the circuit. I've seen issues in this area also.
