Accessing computers on two subnets

We have a number of public ip addresses supplied from our ISP.

They are in the range to 94.

Our ISP has set up three subnets: is our ADSL modem and router. is Router 1
It allocates through DCHP to 94 is Router 2
It allocates through DCHP to 78

both are connected the modem/router by a switch.

The modem router is configured to pass to 78 through Router 2
and to 94 through Router 1

We would like to be able address machines in one subnet from the other.
