active directory issue

i am trying to figure out why when i shutdown one domain controller at our one site the other domain controller does not authenticate users but our second site domain controller does for the users in it's site.

The only difference between servers is one has sp1 and the one not authenticating has sp2. We are running in a 2003 native mode domain.

How are the AD sites configured?

Is default link bridging disabled?

Are all the subnets involved fully routed?

our main site hosts 2 domain controllers and the second site houses 1 domain controller. the subnets are fully routed through a point to point t1. the issue i am having is the users at the site with 2 domain controllers can not log in to their boxes when the main domain controller goes down which is at the main site. i have already made sure replication is working smoothly.

Replication

This still sounds like a replication issue. Typically if a site cannot authenticate users, the authentication should fall back to another site and domain controller.

If inter-site replication is working ok, there might be issues with replication between domain controllers at the first site.

i have tested the replication between all the domain controllers and monitored it with replmon and there appears to be no errors. i am curious if it's because i am running different service packs. or if there is other issues.
