After setting up DFS, the server seems to be in lockdown?

My server is a new install of Windows 2003 Server R2, It is now a second Active Directory Controller in a local domain.

I setup the DFS without any issues. The setup seems to have worked correctly, the shares all work great.(I have configured DFS in the past on a W2k server with no problems.)

The issue that I am having is the Administrator account is not able to install any other software. I get the following error: Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item.
All the file permissions look good.

Any Suggestions?
