auto. shutdown of prepaid internet cards

I have a linux redhat 7.2 os. how do I configure an auto. shutdown for 10hr prepaid cards that goes over the 10 hrs limit? I have a small local ISP with 4 servers. 1, dialup, 1, mail, 1, proxy, and 1, bandwitdth management server. The bandwitdth man. server allows only 4 kbps per client for usage, but with 10hr. prepaid cards I can not stop the overage of 10hrs, except manually. Please help on how to do.
