Automated E-mail is not automated anymore

On our processor computers, we automatically send alerts to technicians on their pagers. Outlook would not need to be on for the message to go through. About a month ago they stop going out by themselves. I have to open outlook and click send and receive. I have a temporary workaround in place but there are times when the messages do not go out right away and I end up with hundreds of messages sitting in the outbox of each computer. My question is, did anything change with the security in windows that would prevent the messages from going outside of outlook? My guess is that one of the security patches undid something. Any thoughts?
