Backup active directory server

I'm running 2 active directory servers in my network. We are busy with a disaster recovery setup so we want to have a 3th active directory server on a remote location. I installed a win2003standard server, I performed DC promo.
My 2 other servers see the new domain controllor. So this is working fine.
But I have a strange issue.
When I turn of the new server. I can't logon to the network anymore. (login script can't map the network drives)
Does anyone had this problem before? Or knows the solution.
Leaving the server powered on is no option. Because when there is a failure between the office and the disaster recovery location I will have a big issue...

Does this problem only occur at the remote location, or at all sites?

on all sites. So the new server is installed on a remote location. When I turn it of users on our office can't log on the the fileservers anymore.

as though the new DC was labeled as the primary rather than a secondary DC and/or there was an error with replication.

if you created a site in Active Directory Sites and Services, associated the remote location subnet to that site, and then made a DC on that subnet a Global Catalog server with DNS and listed it as the preferred DNS server users use to log in, without listing another DNS Server pointing to a DC on the other subnet, yep, turning it off will create a situation where users will not be able to find a domain controller to authenticate with.

What is your configuration?

I installed the additional DC and afterwards I moved it to a new site. There is no DNS installed yet. I only runned the dcpromo wizard.
