From the Compaq/HP support PDF on the Deskpro XL 5133:

To access the Computer Setup Utilities menu, complete the following steps:

1. Turn on or restart the computer. To restart the computer in Windows or Windows NT, click
Start # Shut Down # Restart the Computer.
2. When the F10 Setup message appears in the lower-right corner of the screen, press the F10 key. Press Enter to bypass the title screen, if necessary. If you do not press the F10 key while the message is displayed, you must turn the
computer off, then on again, to access the utility.

Watch closely while booting up the PC. Watch for the cursor to go to the upper right corner of the display. Press the F10 key and you will get into setup. This only works while the cursor is in the upper right corner of the display, and the cursor only stays there a couple seconds.

Some of the old Compaq systems will not allow you to get into BIOS without a special boot disk. Have you tried to contact Compaq about it?
