ram 4*8 g 32 g
vga asus rog strix 1650s oc (new shop)
ssd 240g
hhd 8 tb
power 1200 w
min biostar gaming z97x
last v bios and driver s instal
setup bios min is default
now

Which SATA ports did you use?

"I just solved the problem. The SATA ports that sit parallel to the motherboard (facing the right side of the the board) was the issue. I changed my SSD's port to SATA 1 and now it's running at x16 3.0 at full load. If you want to run your gpu x16 @3.0, never use these parallel SATA ports for storage."

In this case, it references the location on the motherboard. If unclear to you, just try which ones work for you.
