Cannot create Public Folder DB on new 2007 server

I've pasted the error message below that I get when I try to create a public folder in my new E2k7 server. I am currently in the middle of a migration from E2k3. I was under the impression that a new PF would be created for the 2007 mailbox server during installation, but that didn't happen. I've read in a couple of places that the solution is to upgrade the default policies in a couple of places.

My questions are: Is this safe to do without breaking functionality on the E2k3 server? Why didn't this happen during installation?

The Exchange server address list service failed to respond. This could be because of an address list or email address policy configuration error.
