I can ALWAYS shut down a computer, by pulling the plug or battery if nothing else.

If you do not have a "shut down" option, the domain administrator may have disabled that option as a domain policy. Call and find out why.

Maybe he's asking how to configure that as the default.

in Active Directory, go to User, Administrative Templates, Start Menu and Taskbar, Remove and prevent access to the Shut Down command (disable). that should take care of that.

Of course, you'll need to be an Active Directory admin to do that.
