can't logon domain, logonserver is down

My company have multi domain controller in main site and some site domain controller.
when one domain controller is down, many client will have logon problem. Is there any solution for the logonserver failover in same site or cross the site?

Fault tolerance for domain controllers can be made using at least 2 in each site and for each domain. Computer access without network permission could be possible using logon cache (interactive logon) from group policy.
