Can’t publish inVS2008

hello,
im facing a major issue here. i just bundled my fresh laptop with:

1. xp sp2 with iis and fpse 2000
2. avast 4.8 pro
3. sql server express 2008
4. vs 2008
5. later i install fpse 2002

now im able to publish a normal asp.net website but IM NOT ABLE TO PUBLISH A ASP.NET WCF SERVICE.

when i try publish a basic wcf service then vs2008 gives this error:
To access Web sites on the local IIS Web server, you must run Visual Studio under an Administrator account in order to have access to the IIS metabase. Alternatively, install FrontPage Server Extensions (FPSE) and then grant FPSE access to users who will run Visual Studio.

i have only 2 users .i.e Administrator and abc [i added abc to Administrator group]

im going crazy to sort it out but not able.

Any help is highly appreciated and thanks in advance
