Cd not recognized in laptop

Hi,
I have a laptop IBM Thinkpad with Win98 I am working on and it does not read from it’s cd. It is installed in device manager and the properties says the drivers either are not needed or have not been installed. I have uninstalled and tried the add hardware applet with no results. I tried to load mscdex at the root of c: and install another driver. No luck. I have the restore disks from IBM but cannot access them due to no cd. I tried to find the driver for the cd but cannot find it on these cd’s. The cd spins when you insert a cd or click on it in my computer but will not read from it. It sends a message that the cd is not ready try again.
