CD-RW not recognized

My CD-RW (Samsung 8x4x24) has worked fine for two years. Lately, however, my system crashes every time I try to access it or when I put a disk into it and it tries to autorun. I usually get a blue screen “Fatal Exception OE” but the system will sometimes freeze before I even get to the blue screen. I have an old 6x CD-ROM that works just fine.
I have uninstalled and reinstalled the drivers it came with and updated drivers from the web site. I have also tried to reinstall windows. It showsup in Control Panel:System:Devices without any exclamation points. When the system starts up, it is recognized in CMOS (IDE2 Master – set to Auto in the Bios) I am able to use it in DOS.
I bought a new CDRW drive (plextor 24x10x40) and I’m having the exact same problems. Replacing the motherboard didn’t work either.

What else could it be? Windows? Power Supply?

Specs:
Win98
600MHZ 256RAM
2 hard drives
2 CD Drives (the trouble drive won’t work as master or slave)
