Can anybody please suggest any proven Change Management software? My high-level requirement is to manage the Software Development Lifecycle, from the time that a change request is logged, till when it is commissioned and accepted by the requesting user. Only the PROCESS needs to be managed; version control is not needed.

You don't specify the amount of stuff and the format. We use CVS as basic Chnage Management tool. It has interfaces on windows and unix/linux. In our case the storage is on a Linux box. We store all kind of MS-office files, shell scripts, executables, complete packages in there. The nice thing: CVS is free.
