Cisco ACL to prevent access

I am looking for a way to prevent a single IP from accessing other machines on the same network with the exceptions of our web server. How can I accomplish this via a router ACL? I currently do not have any ACL set up. TIA

You can do a access list deny statement as Ive demonstrated below, which would need to be setup in global configuration mode.

access-list deny 101 host 192.168.16.5 0.0.0.0 any

access-list 101 permit any any

then apply to interface pc is on
Interface fast ethernet 0/1
access group 101 out
