Cisco router to server Virtual Com Port over TCPIP

I need to connect a Cisco Router with PRI and Digital Modems to a windows server with Virtual Com ports. I need to communicate with Server over TCP/IP.
Looking for cisco configuration direction and info on possible virtual comms software
