Cisco Wireless Controller blocking UDP traffic

I have a network with a 2106 Wireless Controller and six APs 1242. I have an application which uses port UDP 11050 for license management. It appears the controller is blocking this port. The client application needs to register with the server through messages sent by port UDP 11050; as controller appears to be blocking it, the handshake between client and server fails and the application can’t be used.

How can I verify the controller is dropping these packages and if that is the case, how can I open this port?
