Com Ports

I have a user that is operating in a
Windows2000 environment and neither com1/com2 is
available. I tried installing the driver but
this hasn't been successful.

Make sure the computer com ports are not disabled at the BIOS level.

If the ports are setup in the BIOS of the computer, then boot to safe mode, go to device manager and remove any extra duplicates of devices, or anything under "Other devices"
depending on your os, you might want to delete the com ports and make sure PNP is setup. Save and reboot to normal mode. The missing ports should be recognized and detected and installed.

If all that fails, then that user may have blown the ports. Depending on what device is connected to these, I've seen users **** out serial ports by disconnecting/reconnecting mice with the computer powered up. Do not let users do this.
