Corrupt files are a major problem with internet crashes, dll files become corrupted.
Use the Add/Remove programs to uninstall the browser and then reinstall a fresh copy.
IE5 will give you an option to repair.
Bugs can show up while using the internet and also conflicts will show up depending on the application you are using at the time,so there are a number of causes.

Is your modem PCI? If Yes, then is your CPU at least 266 MHz 300 Recommended? with 16 MB RAM? if No some PCI Modems do not have what it takes to be a modem, most are supported as winmodems with extremely high system requirements. if yes then check that your hardware is not damaged. bad ram and processors can cause this glitch.

Many times, crashes are caused by not enough system resources. Try clicking Start, Find, Files or Folders. In the named box, type *.tmp, look in C: drive and delete all the files it finds. This clears up about 90% of spontaneous lock-up problems.

I have seen a mouse driver cause this. Try a generic driver that comes from Microsoft.
If there is a conflict between the IRQ that is used by the modem and another device, then the machine would lock up when ever the modem was used because the modem is interupt driven. Right click on My Computer and use the device manager. Look for yellow spalts that have an exlamation mark in them. These are conflicts that Windows has found and need you to resolve them. Make sure no two devices are shareing the same memory address and that the modem has its own IRQ.
