What make and model?

I see this fairly often with Dell Optiplex 745 mini-towers. In those cases the problem is a dead power supply.

Could be a couple things...

Most likely it is your motherboard..
you can try to re-seat the processor (i have had a machine in which the CPU did not stay pinned to the motherboard) also try pulling the RAM out of the motherboard and see if you get a beep...if you do, check the power supply, and also try one stick and swap them , if not, replace the board. In the case of a board burning up, i would almost suggest replacing the PS and the system board at the same time to ensure that the board doesnt fry again (alot of times it is caused by the power supply sending surges to the components and toasting it)and plus, power supplys are fairly cheap. Unfortunatly if the machine is not getting to BIOS, there usually is either a system board or a power supply to blame...let me know what you find out...

also, if you are running a PCI/AGP video card, remove it and connect to the on board VGA...
