Computer policy does not apply

Hello all,
I am in charge of a Windows Server 2003, 1 single domain, 50 users (XP + Vista).
As I am a newbie in the company, I created a test computer (PC_XP_TEST) and put it in the domain (AD). I also created a user (TestUser) for this computer in the AD.
In the AD I created an OU (within the domain) called test_computers and I inserted the PC_XP_TEST and TestUser as well.
I linked a GPO (called Various Tests) to the OU with specific settings for the TestUser.
It works fine for the user BUT whenever I try to deactivate a specific Service, the GPO does not apply on the computer (I rebooted, forced update... but no effect).
Can you help ?
