Computer restarts for no reason Win98 lo

A friend of mine is having a wierd problem with his computer!!!! It is as follows:
Problem: System fully starts up successfully and when Windows 98 finishes starting the computer resets (restarts as if I hit the reset
button). The BIOS sometimesfreezes after these resets.
Specs: Motherboard:Soyo SY-7VCA (FSB socket 370, 66-133 MHz bus, Via 694x/686A chipset, ATX, Soyo AI-BIOS,1xAMR, 1xAGP, 5xPCI, 1ISA, 3 DIMM for PC100/133 SDRAM, support suspend RAM/disk)
Hard Drive:
Western Digital HD(3.2 GB)
CD-ROM:
Aopen 24x CD-ROM
Video:Really old video card!
That?s it.
Note: There is sufficient power being provided. Already updated the BIOS.
