Computer won’t boot

I have a socket A (462) motherboard with a 1 gig AMD processor and 256K of memory. When I turn it on, the POST test runs correctly, all the IDE devices are recognized correctly, but the computer won’t boot. After the POST test, the cursor goes to the upper left-hand corner of the monitor and just sits there. It won’t boot from the hard drive, and it won’t boot from the floppy. I’ve tried resetting the CMOS, but it didn’t help. Anyone have any other ideas?
