Conditional Windows login

I am interested in setting up a computer (running windows 7) to require a user to perform a survey before they can log in.
Is this possible?

I suspect you could rig it to boot to another OS first, force the survey to run, and then to boot Windows upon completing the survey. You can also use a utility like AutoLogon to have Windows log on automatically with a specific account, run the survey, then log off back to the C-A-D prompt. I don't think there's a way to make Windows do anything pre-logon with just the features of a normal Windows installation.

If you require the survey to be completed before logon, you have no way of knowing if the person logging on has already completed the survey. In addition to slowing him or her down, you'll quickly annoy them to the point they'll start entering false data just to get even.
