Confused Network site to site

Please forgive my ignorance. I am installing a server for my company which has 3 remote sites with several more planned in the future that I need to connect to. My plan is to connect the remote offices via site-to-site VPN with appliances. Here are my question(s)...

If I have 200 potential computers/clients at each office to include mobile devices, should I go with a 10.x.x.x rather than 192.168.30.x? Currently each office is set up with.. (Site A) (Site B) (Site C) (Site D)

Does the server or appliance issue IP addresses over the VPN to each computer on the remote sides? The reason I ask this is that I do not want to run out of IP addresses. My thought was to use the following scheme...

10.x(site ID).x(Category ID).x(Computer ID)

so... would be assigned to printers in the Site A (Head Quarters) office while would be assigned to printers in the Site B office and so on.

Is this the wrong way to accomplish this? My first intention was to just focus on each office independently incase the VPN connection was to fail. My original thought was to have the VPN appliance be the DHCP server. But now my biggest fear is not having enough IP addresses at one location. Maybe I am just over thinking this.
