Create a desktop shortcut IE7

I need to create an internet desktop shortcut from IE7. WinXP tablet edition. No matter what I try I end up with a default, inactive shortcut. Have dragged address bar, File->SendTo->Create Desktop Shortcut and New->Shortcut + type in address.
I’m Stumped!

that your file exists and that you’re not pointing to a shortcut that points to a file that doesn’t exist anymore.

If so, wouldn’t know why it wouldn’t let you do a new shortcut and find the IE7 exe file and point to it unless you’re trying to point to a network share you don’t have rights to.

Apparently IE7 was corrupted. I tried to download the file and couldn’t even do that. Downloaded the install file to another machine copied it to this tablet and re-installed it and now everything seems to work.
