Create Terminal Services Mandatory Profile

I'm trying to create a mandatory profile for Terminal Services (AD, Server 2003 R2) that I can point users to with a Group Policy. I've created an admin user "profiler" and set up the desktop the way I want it. I've logged out as profiler and back in as another admin, and used 'copy profile to' the folder 'profile' under the share '\\termserver\mandatory' (you can't save to the root of a share, apparently). I give the TerminalServerUsers group full control of both the share and the NTFS permissions. I set the path '\\termserver\mandatory\profile' in the 'Set path for TS Roaming Profiles' field in Computer Configuration in the Terminal Users Policy in GPO. When a user attempts to log in, an error is given saying 'Windows did not load your profile because a server copy of the profile folder already exists that does not have the correct security.'.

Can you tell me where I'm going wrong in my procedure?
