debugger???

I am having a problem with a windows98 system that has an error at every startup and doesnt let the user do anything online except connect it does not open outlook express or internet explorer this is the error I am getting iexplore.exe this program does not run on machines with active system debugger I am at a loss as to what is going on and have tried to find out what it is that is running , drwatson points to ptsnoop but I am not sure if that is what the problem is and I have deleted ptsnoop but it still has a checkmark everytime i take it out of the startup from msconfig thanks in advance for all help
