Deploying software to off-site employees

I'm trying to find a way to create a software package for off-site employees. Off-site employees have Power Users rights. Off-site employees remotely connect via VPN on a near daily basis. We would like to avoid using Advertised Programs with the data source stored on a server, as the time to download and install over the VPN is prohibitive. We can send them a DVD with the needed files, but don't want to remote in to then install them. I'm not sure if you can use a DVD-rom as the source files for an SMS package or not. I was also thinking about creating a script or batch file that elevated rights for installation, but I'm very new to scripting. Any thoughts would be helpful.

this is the whole point of a Citrix server.

We have a citrix server. However, we want to ensure that our users, who are mobile, are able to work whenever and wherever they want. They are mobile salespeople. As such, we already have them with VZW cards, but still want them to be able to work, even when they have no internet connection.
