Desktop on Roaming Profile

I have Roaming profiles set up, but when one user makes a change to thier desktop it acts like their desktop is redirected with folder redirection. Meaning that the changes are updated directly on the server not in the local profile.

I noticed that this users' icons on the desktop were being sync'd as offline files. Looked at their profile on the server and noticed that the Desktop Folder was set to Make Available Offline, which was also greyed out. Went into to gpedit-user config-admin templates-network-offline-do not not automatically make redirected folders avail offline and set to enabled. This ungreyed the Make Avail Offline which I unchecked.
This is when I noticed that the folder is being redirected.

What I've done:
Verified that Default Domain Policy is set to User Configuration disbaled. Thus the folder redirection portion of the GPO should not have any effect on the user.

Ran gpresult to veriy the above which resulted in the User Settings: The following GPOs were not applied because they were filtered out
Default Domain Policy
Filtering: Disabled (GPO)

Verifed that folder is actualy redirecting by deleting an icon from desktop which the server dir was updated and not the local dir, recreated with the same effect.

**Note** when an icon is deleted from desktop(Server dir), the user logs off then back on the profile is loaded from the local dir as the icon reappears on desktop.

Looked at the properties of the local Desktop Directory to verify that it was actually local not on the server.
