dhcp on SBS2003 with isa 2004

I've installed a SBS2003 premium. It's going to have all the services (ad, dns, dhcp, isa, exchange, sqlserver, and so on).
Everything was going fine, I didn't tried the DHCP before installing ISA, because I've installed many WS2000 and WS2003 (it's my first SBS2003 with ISA) and it's one of the services that always runs without a problem.
So I installed ISA, then detect DHCP was not working, googled and found the MSFT answer to create rules for dhcp trafic. ok, it makes sense, so I created then. in the meanwhile I've changed the server IP Address (don't ask why! Internet configuration gave the lan card and I wanted to change to!!).
So now I've stoped the ISA services, removed and then reinstalled the DHCP service, created new scopes, and I'm still unable to provide Automatic IP configuration to clients. If I manualy configure IP everything goes well.
? so, was it the changing in server's ip address? was it ISA?
Any ideias (and possible solutions, please!!!).
