DHCP relay and option 82

Does anyone have an idea?
I have device which support DHCP relay agent with Option 82 (as defined in RFC 3046). Relay Agent Information option is inserted by the DHCP relay agent when forwarding client-originated DHCP packets to a DHCP server. Device is intercepting the DHCP requests, appends the circuit ID + remote ID into the option 82 fields and forwards the request message to DHCP server but only in case when client device start DHCP session from the scratch (from DHCP discover) and not when IP address is just reneuwed (client sends DHCP requests).
What do you think is this correct or we should report bug to device?
It is not so clear in RFCs or recomendations what is correct acting.

From my perspective it would be nice to have DHCP option 82 in all DHCP messages from client side towars network, because I can have trusted informations, which can be used to fill some databases.
