Dhcp server giving wrong ip

I have installed DHCP server on windows 2003 server. my Ip Range is 192.168.1.0/24.
The problem is that when I get ip on to the client pc it gives something else like 169.1.1.1.
I am unable to get within my specific range ip address list which is (192.168.1.0)

at the cmd ipconfig /release then ipconfig /renew at the client pc

That IP is not being issued by DHCP

The reason why your client has this self assigned IP address is because it has been unable to obtain an IP address from the DHCP service.
You need to check connectivity and your client adapter settings to start with

Another way to check if you DHCP is actually giving out the IP. Manually assign on one of the client PC. And ping your DHCP server.

Check the physical connections on your server. And make sure to activate the DHCP server.
