Dissappearing service.lck

I have a web servet running Windows 2000 server. It also runs FrontPage extensions. I uninstalled and reinstalled the extensions. The IIS manager shows that the extensions need to be updated, but they will not update. When trying to connect to the webserver through Frontpage (On a remote machine) I get an error that it cannot find C:\tmp\service.lck. I booted the server into safe made and was able to delete the c:\tmp directory. I rebooted the server and recreated the c:\tmp directory. Then I created a blank text file in the directory called service.lck. The file soon dissappeared. And I cannot create it again because it syas it already exists. I have scanned the server with Trend Micro’ s Housecall, and it came up clean.

Anybody have any ideas?
