domain admin permission windows server 2003 r2

I have an unusal question, i recently installed windows server 2003 r2 on a server after the the setup, i teamed the nics and added it into the domain.
the severs roles are file server and application server.
Adding it to the domain was fine and i put it in the member servers ou to inherit policies, when i logged on as the damain administrator, i'm not getting all the permissions, for instance can't get into the registry, right click my computer and no manage option.
I did a test and used our temp user account, added it in the domain admin goup and then put it in a no policy ou and logged on to the server without any problems, had all the necessary permission domain admin should have.

does anyone have any ideas?
ps - logging on as domain admin on other servers is fine.
